Towns provide space (1000) for your population to live in, and also help generate more geld.

A rule of thumb is to maintain about 10% of your land as towns.

A better rule of thumb is to look at the status report and determine exactly what you need.

(apparently, towns also let your people choose to live in high-rise luxury appartments with spas and tennis courts, or in the slums just next door.
