It's possible it has been nerfed down. On Solo server, when I used it against a Verdant, it got through his barrier, but his griffons' damage got halved. My Legendary Artificer was at level 10.
 
 
 
So there are two hypothesis, either Legendary Artificer reduce the penalty to ennemies, or admins really decreased the effect of the item.
