Increases Primary and Counter AP of all your units by 3% + 1%/lvl. Does not affect secondary attacks.

Multiple valor effects can be applied to all your units primary attacks. The effects will be added linearly. A 1000 AP primary effected by two lvl 3 valors (+5%) will be increased by 10% and be 1100.
