I bought said item in hope that it would do what is mentioned above, instead it gave me 4 skill points.
my experince with it:

You finished using the item Ancient Tome on yourself.
The item Ancient Tome is destroyed after use.
levl 7 - spell mastry it went from 496 to 190
i switched it to that spell as it was something i wanted. and 5 skill points added to only so much in passive research.
