Effects
All enemy stacks have their AP and Counter reduced by 10% of their base value.
Extra attacks appear to be unaffected (this makes sense because almost nothing directly modifies extra attack power).
There is no effect on your own units.
There appears to be no upkeep or hidden upkeep.
Usage Notes
Obviously, Pan's Flute will make you take less damage on defense, and thus every mage will benefit from it.
On offense, if you sometimes lose battles because you are out-damaged, this will help. Less obviously, if you have slow units, this will help a little more of them survive to make their attacks. And since you'll be losing less units, you'll be able to make a more attacks before ending your run.
