All enemy stacks have their [[AP]] and [[Counter]] reduced by 10% <b>of their base value</b>. 
 
 
Extra attacks appear to be unaffected (this makes sense because almost nothing directly modifies extra attack power).

There appears to be no upkeep or hidden upkeep.
 
 
==Usage Notes==
 
Obviously, [[Pan's Flute]] will make you take less damage on defense, and thus every mage will benefit from it. 
 
 
On offense, if you sometimes lose battles because you are out-damaged, this will help.  Less obviously, if you have slow units, this will ensure that a few more of them survive to make their attacks.  And, since you'll be losing less units per attack, you'll be able to make more attacks per run.
 
 
Because the reduction is a percent of <b>base</b> damage, this has less impact against units such as [[Treant]]s that are normally massively boosted by other effects.  Conversely, it is very powerful when combined with AP reducing effects like [[Bard]] [[Song]].  Here is an example of two attacks made against the same mage, one a minute before obtaining [[Pan's Flute]], and one a minute after.  Note that in the second attack it exactly negates [[God Favor|Lucifer]]'s favor, so all units except [[Treant]], [[Mandrake]], and [[Griffon]] have their normal [[AP]] and [[Counter]].
