This is a contract of stealing issued by the thieves' guild master. It allows the possessor to pick an unfortunate mage and ask the thieves to steal from him. The thieves then steal from that mage and the geld that they do steal becomes the property of the possessor.

Steal some gold or an item from the target. The only way to steal an unique from an opponent (VERY low chance)
