This hero ability lowers the costs of spell casting.
Formula: 3% + 1%/lvl spell cost decrease
It is quite similar to how the skill Spell Mastery works. If you combine both, the effects stack on top of eachother as a multiplication, not as an addition. Example: -6% Spell Lore effect (hero lvl 4) and -10% Spell Mastery effect (skill lvl 10), combines as (1-6%)*(1-10%)=0.90*0.94=0.846=(1-15.4%) and not as (1-16%).
