- It makes most of the items perform better, both war items and offensive items, and self-use items.
The numbers associated with this are:
Skill Level 1-5 +1%/lvl
Skill Level 6-10 +2%/lvl
This is as far as I have gotten, but I would assume:

Skill Level 16-20 +4%/lvl

History
- This
skill replaced the Barrier Proficiency as the skill in December-January 2006-2007. - Barrier Proficiency at that time became a
skill, and its workings were also changed. - The replacement probably had something to do with the spell-level effect on barriers being removed between original skill design (late 2004) and reintroduction of skills (halfway 2006).
