All enemy stacks have their AP and Counter reduced by 10% of their base value.

Extra attacks appear to be unaffected (this makes sense because almost nothing directly modifies extra attack power).

There is no effect on your own units.

There appears to be no upkeep or hidden upkeep.

Usage Notes
Obviously, Pan's Flute will make you take less damage on defense, and thus every mage will benefit from it.

On offense, if you sometimes lose battles because you are out-damaged, this will help. Less obviously, if you have slow units, this will ensure that a few more of them survive to make their attacks. And, since you'll be losing less units per attack, you'll be able to make more attacks per run.

Because the reduction is a percent of base damage, this has less impact against units such as Treants that are normally massively boosted by other effects. Conversely, it is very powerful when combined with AP reducing effects like Bard Song. Here is an example of two attacks made against the same mage, one a minute before obtaining Pan's Flute, and one a minute after. Note that in the second attack it exactly negates Lucifer's favor, so all units except Treant, Mandrake, and Griffon have their normal AP and Counter.

I paid 310M for it just 10 days into the reset on Solo. You should expect to pay much more than that in most circumstances. Carltsai 4 October 2008
**Note that this reduction in AP is to BASE VALUES, and thus, it will not affect Treefolk or Animals as much as other units because of the massive boost granted to them by enchantments like Plant Growth and Enlarge Animal
One month into the reset on Guild, it sold for 1B. Carltsai 14:16, 10 October 2008 (CEST)
