Note by Vipriel: The above is not correct on most servers. Potion of Valor was nerfed the beginning of the set that started on Thu Jun 3 2010.

Changes
All battle spells, items, and uniques that affect primary attack power, now affect secondary attack power too.
Potion of Valor: Nerfed by 33%
While this item has been nerfed by 33% (meaning that it should provide a 16.75% increase to AP now instead of 25%), it also boosts the secondary attacks now too which partially makes up for the nerf.
I believe that the 33% nerf is in effect on all servers except the Arch and Archwar servers (needs to be confirmed).
