Above is wrong, multiple valor effects can be applied to all your units primary attacks.  Note that they do not build off each other.  A 1000 AP primary effected by two lvl 3 valors (+5%) will be increased by 50 twice and be 1100.  The second valor wont boost the boost from the first.

Since many units, especially ultimates, have most of their power in their Secondary attack, which this ability does not affect, it is less effective than it might be.
