it's a vague description
it basically means they cannot program or setup servers - but they can do a lot of talking and they try to keep communication between the core team, moderators, game-administrators, players etc. etc. going-on. They also do documentation of the game, administrate and clean up of forum, counciling etc. -- anything to kill their time.
