Effects
Pixie Dust reduces the Resistances of enemy units by a total of 20%, divided between all enemy stacks.
The amount each stack's resistance is reduced by is weighted: therefore a stack that comprises 10% of an army's total power would thus be subject to 10% of Pixie Dust's effects for a reduction of 2% to all of that stack's resistances. Likewise, a stack that comprises 90% of an army's total power would be subject to 90% of Pixie Dust's effects for a reduction of 18% to all of that stack's resistances.
Given the above mechanics, Pixie Dust is effective vs short stacks, and especially useful vs mono stacks.
