Effects
- Level 1-5 : increases accuracy of all your units by 0.3% per level.
- Level 6-10 : increases accuracy of all your units by 0.6% per level.
- Level 11-15 : increases accuracy of all your units by 0.9% per level.
- Level 16-20 : increases accuracy of all your units by 1.2% per level.
Bonuses
- Level 10+ : Increases recruitment speed; numbers still need to be tested.
- Level 15+ : Probably none.
- Level 20 : All your ground units will gain SIEGE ability.

At level 20, aside from the 15% accuracy bonus, all of your ground units will gain SIEGE ability (nullifies the siege penalty of -0.1 accuracy for ground units). This means from 0.2 accuracy, it will be boosted to as high as 0.45, thus making them 2.25 times more effective. Flying units' accuracy will also be 0.45 at level 20 LC. This skill is probably the best one as of the moment. Advisable for every color.
