Since many units, especially ultimates, have most of their power in their Secondary attack, which this ability does not affect, it is less effective than it might be.

Only one instance of Valor, the highest from your heroes, can be applied to your army at a time.  But it is still worthwhile to have multiple heroes due to their other abilities, their individual attacks, and their effects on [[efficiency]].
 
 
 
Above is wrong, multiple valor effects can be applied to all your units primary attacks.  Note that they do not build off each other.  A 1000 AP primary effected by two lvl 3 valors (+5%) will be increased by 50 twice and be 1100. The second valor wont boost the boost from the first. 
 
  
Often players with many valor heroes will stack using very strong primary units (Horned demon and Fire Giants for example)
