difference between rules in ROE's and game rules
Game rules (way the code works, thing that are forbidden to do decalogue) are something completely different than ROE's. The first rules are enforced by the admins and apply to all - the second are not enforced by admins, powerfull mages can enforce them on their enemies, but only if they are powerfull enough. TR is a wargame and ROE's are reasons to start or not start wars.
