This is a new skill, replacing the original Barrier Proficiency skill.
- It makes most of the items perform better, both war items and offensive items, and self-use items.
- Some of the more powerful items (like Ash of Invisibility or Magical Compass) are less or not boosted at all.
- It is not clear if the skill also impacts unique items.
- It is not clear if the skill improves item generation.
Why replacement?'
The intended replacement has probably something to do with the spell-level effect on barriers being removed.
