This wine may look like the ordinary fermented culinary drink, but it has been made with the whips of deer, sea lions, and tigers. A favorite drink of the kings, it increases reproductive power. However, the ordinary person may be able to obtain it for a price at the black market.

Effects
Increase your current population by 10% OR the delta between your current population and your population limit. Whichever is lower.
Example:
if your population is 500/100,000 (current/total supportable)
Using Wine of the Three Whips will add 50 population to your current total (plus the normal additional population for that turn).
If your population is 99,000/100,000 (current/total supportable)
Using Wine of the Three Whips will add 1000 population to your current total (plus the normal additional population for that turn).
Notes
If your current population is very low (lower than 40,000) and you have a Wine of the Three Whips and a Book of Prophecy, use the Book first, than the Wine, to maximize the effects.
