Candle of Sleeping reduces all enemy units' attack resistances by 10% (Example: 75% Resistance - 10% Resistance = 65% Resistance)
Candle of Sleeping also reduces all enemy units' Efficiency by 10%
Candle of sleeping is especially useful vs resistance dependent units such as Red Dragons, Dominions, and Leviathans. This is because the reduction in resistances will allow a much larger portion of the damage to go through to these units Health Points, which are notoriously low to counterbalance their high resistances.
