The math above is wrong, the modifier to accuracy for a lvl 14 warlord is 1%, not 3.3% (.333 above) - hence a lvl 14 warlord would lead to 100,000 (Base AP) x (0.3 + 0.01) (Basic accuracy modifier plus Tactics lvl 1 - 1%) x .5 (assumed random number per above) = 15500
 
This corresponds to an overall increase in attack by 3.33% and is therefore WEAKER then valor at lvl 14 which corresponds to an increase of 9%. During seiges the increase is more significant (6.89%)as noted above, but still weaker than valor lvl 14 which remains at 9% increase. /Darktooth
 
  
One other point to add is that Valor is only Primary/Counter attacks. Tactics is all your units attacks, and thus Secondary, which are almost always the most powerful attacks in Complex/Ultimate units.  So Tactics can easily be more powerful overall than Valor taking that into consideration.

The Warlord is unmatched by any other normal human in his tactical skill. Legendary Warlords will also attract more recruits to their armies.
